You have to be on Attribute screen, push 5, click on Character screen, then click on someone else in party and you will get question do you want to save Attributes, you say yes, click on another party member then on person you were modifying, should have new amount attributes. It works for me.

I tried doing as you describe multiple times, I dont get any points assigned whatsoever.
I tried every possible way I can think of, but cant get anything.
I did manage to get it working once somehow, but have been unable to get it to work since, even though I tried doing it the exact same way as when I did get it to work.
In case-its of importance, I got t he game from GOG rather than Steam.
