are these unlocked during the main story?reason why I ask about the harpooning is that I don't see were I can buy a whaleboat and harpoons

For forts, there is a sort of story intro, harpooning - you always have harpoons and small boat.
You might be able to attack forts before, wouldn't suggest it though; game might not like it.

yeah.....read a walkthrough and attacking forts is part of the main story, well at least one of them

Yep, its in the early sequences. Make sure to buy the mortars before doing it; helps a lot.

another question..where do I buy the whaleboat and the harpoons? I amn assuming at a harbormasters cuz I don't see them available in the captain's cabin when I go to jackdaw upgrades

You should already have them. Just go next to a shark or something and hold 'S' like boarding. There are upgrades for the boat and harpoons though (in the jackdaw upgrade menu).

just saw that...I upgraded my rowboat and harpoons at least 2 levels
