Try completely wiping your browser and system cache and cookies. Then try a different browser. We had a bad page a week or so ago and your browser (especially if you use Chrome) has probably still cached the bad page.

Paradox is notorious for updating their games with mini fixes, and i do appreciate you trying to keep up.
For Stellaris and HOI4 you employed a different tactic, simply enabling the console (which does everything). THis would limit you to keeping just 1 cheat updated.
While Eu4 is slightly older than both of those, it is the same engine. Maybe it's worth the investment to add a new cheat to reduce maintenance in the future?
Is the console for EU4 not enabled?

It is disabled in Ironman mode. Otherwise it works fine apart from some specific commands that are Developer Only.
The latest (1.20) trainer exits after about 5 seconds for me? Anyone get it working? I have a fresh win10 install with no antivirus running.
