Trainer can still be made but it will likely lose quite a few options.
According to some people, the amount of missions you do won't matter in the long run because the amount of safes/drills you can get is based on some timer by Steam. I've done maybe 20 missions this past week and a half and I've gotten two drops. Some people have done over 800 missions over the past week and a half and has also only gotten 2 drops.

I got 2 drills after just 10 missions, had tons of hateful messages sent to me from people who were jealous. I just sent them links to websites where they can buy some jelly just to **** em off.
Needless to say it ****ed them off and I had more fun teasing them than I did playing Payday 2

Well the CF (CrimeFest/ClusterF***) is finally over. Hopefully things will begin to stabilize soon. Some of it was nice, but like 90% of it was total arse. Here's hoping OverShill's changes didn't permanently bork trainers and the like.
So true, the final content which was stupid jumping acheivements that unlock meme masks. I spent a half hour laughing at how people raged over it.
