The best answer I could find you was on Kioskea. This is what their users said:
Right-click on that folder --> Properties --> Click on "Security" tab --> Click on
"Advanced" button --> Click on the "Owner" tab --> Click on "Edit" button -->
Under "Change owner to:", select your user name --> Check the check box
"Replace owner on subcontainers or objects" --> Click on "OK" button --> Click on
"Yes" button.

That usually pops up when you are putting it into a critical area. Like windows folder etc etc etc. I would advise to just put your trainers into the Documents folder you should have no issues there at all.
Oh and btw. It does not matter if you are running as admin. You will still get the pop up.

to ServiusTheBear I do not place downloads in critical areas like the windows folder that's just crazy there's already two places that download's go that are just fine for me. also i do keep them in my documents
"Oh and btw. It does not matter if you are running as admin. You will still get the pop up." i did not know that thank you for telling me.
ok while i was testing out what bes told me i found out that every time i download an old trainer i get a .zip.part file that will not remove from my computer giving me the you need permissions to preform this action popup

If you're using Windows 8, it doesn't matter if you're logged in as administrator or not. They changed their UAC system and as long as you don't disable it in the registry, it annoys you when you try to copy things in critical folders like Program Files or Windows folder.
I suggest to download the trainer to the desktop, then run Winrar or any other unzip tool via right click "run as admin" and extract it to your desired folder.
