Get the error about can't find cooldown timers all other should work.
The other options do work, but that is actually the only feature i'm interested in. I like playing the game but i've reached a point where the time crunch is more annoying than challenging, and thought this feature would help diminish the time crunch down a bit.
Do you think the gog version is any different and would be more likely to work?
I've been through the 12 pages here and tried everything listed but nothing changes. Always same issue with or without AV installed, and with or without run as admin.
I'd see about getting my setup to match yours more closely if using the gog or other version makes any difference.

if using avast or Kaspersky, uninstall them.
However if you up the food, tech and wealth it is not permanent, but it does increase it though. Eventually it slowly goes back down to the normal level.
The cooldown option doesn't work for me at all though.
And I'm using Avast and it works fine.
