PayPal is experiencing issues with their payment notification system. If you purchased an UNL account via PayPal and have not been upgraded, this is the reason. We have an open support call with them. All account should automatically upgrade once they resolve the issue. I apologize for the inconvenience but we are at the mercy of PayPal.
PayPal has resolved the issue and is now working on resending all of the notifications from the previous 24 hours. It should be fully resolved and all accounts upgraded within the next 12-24 hours.
