if they can successfully manufacture a long range missile with a nuclear warhead, they could be more of a threat than most people think. as DAB pointed out, they would be completely wiped out if they decided to launch a warhead by themselves...but the real threat is their ability to manufacture and sell these weapons to other nations with similar intentions. If this happens, you can expect a rather large war to take place even if no warheads are launched, the threat of those weapons in "the wrong hands" will be enough to start a war.
