Only if Capcom says so, for Origin they usually allow pre-loads a day earlier than Steam, and obviously allow unlocks due to the fact that EA's HQ is in Amsterdam (not in the US as most think so it goes by GMT+1 Time).
As for steam, not a damn clue lol, but if you technically bought say via a Japanese VPN you could potentially get it like 12hrs earlier, but you take a risk there.
EDIT: But I can say, for people who don't have Batman : Arkham City GOTY or Crysis 2 Max Edition, you can get each for £5 - plus others like Alan Wake Collectors Edition, Game of Thrones + GOT: Genesis and so on for the same price. Via Origin's store.
