With or without going through the tutorial? What difficulty? Something like this wouldn't be hard to make, just need to know details.

Unzip, place in Users\Documents\My Games\XCOM - Enemy Unknown\XComGame\SaveData

(If this isn't allowed, I'll gladly take it down. Same file as the one I submitted to CH.)

Normal Mode, no tutorial, immediately after first mission, has $350,000.

That would require some serious hex editing. All I did was use Cheat Engine to boost the money on the save I posted. I can set whatever items you get from the first mission to an obscenely high number (usually weapon fragments, alloy, and sectoid corpses) but other than that, it's well outside my realm of hacking knowledge lol.
