There is no console available in R.U.S.E. Nor are there any other methods of cheating in the game without a trainer. You will need to obtain a membership or purchase the Trainer Manager (which comes with one free unlimited member's only trainer). My recommendation would be the lifetime membership... but that is because I am biased and have been a lifetime member for five years now (I think!)
