When using Jackpot Jacky option in the editor set for orange weapons, all the weapons are coming out 5 or more levels below my character level, thus making them sub-par to the chest weapons I have. Is this normal?
Is it normal? Simple answer, Yes.
Slightly more complex answer... The loot you're getting is game-advancement-dependent and not level-dependent, if that makes sense. On play-through 2 you'll start to see weapon levels getting closer to your level. Once you're at the End-Game on PT2 at level 50, you should see level 50 oranges.
After playing with the slots for about 15 minutes, all I can really say is.... hope you like shotguns and pistols. Out of 150 slots (50 backpack slots, filled 3 times) I received; 47 Shotguns, 39 Pistols, 21 SMG, 18 Rifles, 15 Snipers, 10 Launchers.
The Orange weapons all have "special effects" not mentioned in their descriptions. Some were cool, some were annoying. A lot of those guns were duplicates with slightly different stats (higher damage, slower fire rate). Since they were all 5 levels lower than me, I kept none... they all sold for very nice coin.

Uhm can someone at least tell me if its working? I cant seem to get Jackpot Jacky to work. Do you have to do something special? I select the sign I want then click SET then enable Jacky, but all it does is make the symbols line up but it doesn't give the intended price

You're probably using an old version. Delete old file & clear temp folder. Download newest version and give it a new try.
How do I edit Bank size? Does it include both banks (HQ and Claptrap)?

40 is a number that will not make the bank number reset as the bank itself has a limited number of possible slots.
50 or more will reset the slots upon reload, 40 will not cause that to happen.
as for any number between 40-49 its unknown, but being as 50 and above causes the reset i imagine 40 is the safe number.

Are you writing about the Backpack slot capacity?
I was referring instead to the two "Banks"--the one in the Crimson Raiders Headquarters, and the one for Claptrap's Secret Stash (which you can exchange stuff with your other characters on your profile).
BTW, the Backpack slot capacity can be edited to be in the 100's (if not in the 1,000's) and saved, and will be retained when the game is restarted (at least for me). The only problem I have had is a 5+ second pause before I can scroll the entire backpack list (minor, but annoying).
I'm still looking for a way to edit Bank storage space. I see no way to do it.

Editing bank space is meant for bank space found in Sanctuary. It has a limit and if you set it around 40 you'll be fine.
Backpack space should be saved but i don't recommend to set it too high like 100.
Thanks for the reply, but I still don't see a way that the Editor edits "Bank" space.
I see "Weapon Slots" and "Backpack Slots", but I see NO "Bank Slots" of either kind (i.e., CRHQ and Claptrap Secret Stash). What am I not seeing? Am I confusing "Bank" with "Backpack"?
