Is there any way to reset this? I know it can be toggled off but I'd like to start over completely.

does the respec in the costume editor in sanctuary work for badass tokens?

Badass tokens are one-time use that give bonuses across all characters on your account. There is no respec for this because its not inherent in any particular character you have running. Also, the options to apply tokens to are randomized, as well as added weight based on you never spending tokens on a particular stat to balance out the average bonus percentage across the board.
