setting Global variable commands?

    There's a console command where you can change a number of global variables, eg the timescale from it's default to real time, but theres other variables where I don't see a difference on or if I'm doing it right. What I saw was variables for your shouts, like wwaurawhisper, wwslowtime etc, and a value of either 0, 1 or something else beside it and I was wondering if changing the value actually made any difference to the shout, or any game setting that you can change a value for, as I haven't noticed a difference when changing the value and then using the shout?

    Thanks for any help you can give.
