To unlock achievements Arbiter, it need to winning a political stand-off. How to winning it?

It involves a story related mission.

SPOILER ALERT:

When Cerberus attacks the Citadel in order to kill the Council and Ashley confronts you about you being a Cerberus agent, use a paragon or a renegade choice to talk her out of it. Resolution of this situation with these "extremes" should give you the Arbiter achievement.

The achievement arbiter is a storyline achievement for the Priority: Citadel II mission. You have to use paragon/renegade option to persuade virmire survivor to stand down.
