I think it's the shield option. If you turn it off, eventually the banshee barrier will start to go down.
No need for the shield option, Unlimited Health will do you fine.

Well, it IS a trainer issue, when You have "Unlimiten Shield" option "ON", then Banshie's barrier is invulnerable too. Even if there is no such devices (reaper nodes)
When You turn this option off, You will see that barrier will go down.
