My vote goes for Vice City because it has that special feeling and atmosphere and also for the good memories, and maybe for the simple driving and also because I know every corner in that city.
Not taking anything away from San Andreas, I can name 10000 thing to do there especially with the wide variety of things to drive.

Loved Vice and Tommy, but Carl and SA held me in it to finish it. Am still stuck after all this time with ONE damn thing to do. The motorbike school and the jump, land on front wheel, glide to the stop area and land it on the dot. ONE MEASLEY THING!!! "Sigh", just have to live with 99.94% done.
This is a toughie. Vice City was great for the music and the setting, San Andreas was great for the sheer size of the map (at the time) and the new features it brought to the series.
I'd have to go with... San Andreas though. I think.
SA is also somewhat memorable for me for the time it came out too. It was released when I was in College, and it was the first time I took a day off just to play a game.
