When I watch shows that I used to watch when I was a young one, I usually think they're not as a good remember them.
Why is Hey Arnold so much better than I remember it being.
It could be that since you are older you are getting more of the maturity the show had. The show did seem pretty mature at times. Kinda like how Batman:TAS was made for older audiences and there are some mature jokes in it. Like when Harley asked Joker if he wanted to rev his Harley.

Alot of "kids" shows are like that these days. There is alot of humor in them that only the parents can really understand. And sometimes, its not all appropriate.

Because the stories often involve more mature aspects. Unlike many current animations that claim to be "for everyone" with "jokes kids don't get" (See: Vulgar, over-used jokes usually revolving around a blow to a dude's crotch) Hey Arnold and other things produced at the time could be serious and cleverly add humour.
I just sat through The Lion King and caught on to so much well-done humour that I never grasped years ago. Hey Arnold was similar in that aspect. It's sort of like Rugrats and many others, they were made in such a way that you really can enjoy them for years.
