I confirmed today, that the code released from Rocksteady works on the PC version that allows you to select any DLC skins during your first playthrough- at the menu after selecting a save file, press Left, Left, Down, Down, Left, Left, Right, Up, Up, Down, and you should heard a sound to confirm that it worked. Continue your game, and the option should appear to select whatever skin you choose.
I bought the skins through steam, yet when I type in the secret code, it doesn't work. I hear the bats but when I continue my game there's nothing. How much of the game do you need to beat for it to be considered "Finished" ? Just the main story, or all the side missions, as well? Riddler, Political Prisoners, etc. Secondly, if the easy way doesn't work. What's the hard way? I heard something about challenge maps. Does that mean the ranked ones or the other?

Did you actually buy the DLC packs? I know you said you did, but if you used the code on the main menu it should allow them to be used.
LLDDLLRUUD is the code I think for the consoles not sure if it will work on the PC version.

Yup. I bought it off steam for 9.99. When I go to the store it has the DLC skins in green, saying I already bought them. It's weird because when I play the challenge mode for Catwoman, all of her skins show up right away. No access to batman skins WITH skins purchased. Should I be speaking with the support team for Batman AC?
You should be able to log into your windows live account, and if you haven't already you can redeem your serials in your account on steam, so you can get them and use them in Windows Live and it should allow you to get the DLC that way also.
You shouldn't have to download anything extra as they were already in the game.
