Once again, you unlock your skins by finishing the game once. Then you can use them in newgame+ and in free roam when you continue the regular game. However, the skins come only with dlc or preorder.

the only way I can think of would be to have a finished save and have all the DLC. I haven't seen anything in the config files that would unlock them, it must only be stored in the save game files. perhaps registry also? haven't even checked

BmGame\Config\UserGame.ini has some intersting stuff in there, you could try changing false to true
as for google ... you can find the full DLC pack. But, they won't show up in game until you have beaten the game. Unless perhaps changing bBad to true unlocks them. I had to reformat, so I won't be able to test that for a while. but ... "BmGame.RPlayerController" sounds promising.
Definitely tried editing console files with BMGAME under My Documents...managed to get the skin, but everytime batman dies, it resets the skin to default. Very frustrating sadly. Also renamed all Playable . UPK's that had "batman" in them to something else (minus the 12 MB one) and the Batman_Std (which I believe is damaged batman skins) but they just reappear. Extremely frustrating when the game kept calling back the same grey/black Batman suit...
Which leads me to wonder if anyone has an OFFLINE profile save? Would you have one bob or is this tied somehow? Don't think it would be tied to an offline profile...I'm sure that's online one's only that are tied to GFWL ID tag

The reason everything "resets" is because the game keeps "backup/default" config files (.ini's) in the My Documents BmGame/Config directory AND in the game's install directory, to facilitate game startup/etc. in case the main files are corrupted or modified. Try modding the files again, and change their properties to read-only. If all else fails, make copies of all the files in the config directories, mod them all, and make them read-only. If the game doesn't start or crashes, just restore the original files. Hope this helps!
Yes, I do have an offline save ... You just need to create an Offline GFWL account. If you don't know how to create one, search "gfwl offline" on youtube.
If you are using steam, Im sure you can find a steam "no-cd fix" that will end up storing the save offline. But, it would also most likely make the game into Single Player Only
Setting the files to read-only should work. You could always edit the "backup files" also just to be sure though
