There seems to be a rumour about Rune that he'll be a quest giver in the DLC. I hope Sapphire gets fleshed out a bit too, especially given the note you find at the end of the Thieves Guild quest line...

Sapphire was kidnapped and raped by the bandits that killed her family and she eventually killed them all, but that you can find out after asking about her name. There's a book that can be found (I don't remember what it's called or where it's found) that was written by a spy in the Thieves Guild, and that's what the note you find mentioning her is referring to. Whether or not she's actually the spy is up for debate. I got nothing on Rune though.
