People keep yelling something about "evil magic" then run up and attack me while the guards just sit there and watch them.

I don't use magic...wth is going on. I am not a vampire or werewolf, havent killed a chicken, not diseased, didn't steal anything, etc.

Have you used any necromancy around NPC's? Reanimate or somesuch from the conjuration tree?
If not, then it sounds like a bug, and an earlier save might fix it (Or at least be worth trying to see if the same thing happens).
