fastest xp for me on my xbox copy was hop the car after you do the plane totourial and drift around town in the wrong lane. easily got level 10 in first 30min1hour before i started doing storyline. cash is hard ot get this way but meh i can get that later on or trainers.

Best I found is going to the airport, stealing the black jet near the crib (which respawn almost immediately) then do the parachute landing thing (1000XP if you nail it and it takes like 30sec) then do that over and over.
