there a bug where it wont start, if u do coc qasmoke and get the necromancer amulet out of the clothing and jewelery box it might trigger the quest (not the necromancer amulet with stats)
I lost 7 levels back tracking to a save game when i could get it to work. Ive decided to wait on my second play through until enough patches have been released to fix all the broken quests. I have 3 quests in my journal that ive either completed and it didnt delete the quest or they are not possible to complete because of bugs.
We just had a new patch today so at least the dragons wont do the moon walk anymore hopefully.
I had the same problem not able to get the quest started. This is the console commands to complete it completequest ms11 starts quest completequest ms11b ends quest he will still not sell you the house so use this setstage a7b33 10 buys house make sure u have him clean the mess before you buy anything and check make sure it was done before doing anything else then use this to clear the fog in the house df495.disable now buy all your furnishings if you need the key still pickpocket the dead girls mother when she is sleeping
This quest is supposedly highly buggy from what i've read of others' posts.
Anyone have any idea on how to kickstart this thing or a console command to get the quest activated in your journal somehow or whatever.

I also had problems with this quest & not being able to examine the crime scene. However, I believe I found a way to progress the quest line.
If you cannot examine the crime scene, proceed to the Hall of the Dead and talk to Helgird. After talking to her, walk to the doorstep of Hjerim, the house that you can eventually purchase. When you get there, the quest objectives become updated, giving you credit for examining the crime scene and giving you a new objective to "Gain Access to Hjerim."
At this point, you should be able to either pick the lock or go back and talk to Jorleif.
I hope this helps. I haven't tested it with any other characters, this is simply what I happened to stumble upon.
sorry buddy but u are wrong...i hit some kind of glitch where i been working in Windhelm and became a Thane there...i bought the house and when i went inside the mission blood on ice started
Now that this thread has been necro-ed anyways.. :P
I noticed the bug occuring with every character I had, the reason turned out to be that I always reused save slot 1 (The one in helgen, before creating your character). I then tried starting a new game and it worked fine with every other character, just not with those i used the first save to create (Because I wanted to skip the intro, took too much time.. great idea..) Not sure if it has been fixed somehow yet, just in case someone is experiencing the bug and every other option won't help (as happened in my case)and you feel like rerolling just for the quest (which was really awesome if you didn't read about it somewhere before)
