I thought it would be between Dragonscale pr Glass. Have to admit i really don't like the look of dragonscale armour. looks horrid.

The level bug happened to me as well where if you added your skills too high you stopped leveling.
What I"m doing is doing the player.incpcs *skill* command until I get all the perks, then resetting my skills to 1 using the player.setav *skill* command...this keeps all of my perks but resets the skill back to 1 so I can level normally again.
