I found how to add exp U.U IncrementPCSKill onehanded , without any number it will increase by 1 point your skill and give you xp and with xp it will give a lvl with perks to increase ecc :P

found a quick way to get perks and use them. use the player.incpcsskill command (eg.player.incpcsonehanded) a few times then use the player.setlevel 1 command. this will level you up fast and give you perks each time. using the player.incpcsskill command will also let you use perks on that skill if used many times. just keep setting your level to 1 until your ready to really play.
@awakendjay Well couldn't you just use a soul wep. Or spawn dragons to get them? I'm decrypting skyrim.ini to find all possible commands that potentially could help you guys out.. Sorry didn't mean to double post
