I know this doesn't help you, but they don't seem to work in Spec Ops. I haven't played the single player yet. I changed the setting "monkeytoy" to 0, but no console came up. I also tried adding the following and it didn't seem to work.
At bottom of config file seta thereisacow "1337" bind p "god"
Then make the config file read-only.
Again, I've only tried this on Spec Ops, but it didn't seem to work.
