How do I enable the console?

(I'm on a PC)

EDIT: Never mind, I found it:

For Steam users, first, right-click RAGE in your Library and select “Properties.”

Hit the button marked “Launch Options.” Input this piece of code (without the quotes): “+set com_allowconsole 1″

Fire up the game and in the main menu, hit the ~ (tilde) key.
That should pull down the dev console. Start enabling stuff!

Edited Update: I typed the following in the console cvaradd timescale -0.5

And it didn't do anything. It didn't slow it down at all.
No matter how much I try, I can't win the damn race.

I only won it when, before i started the race, I lowered the game's difficulty to "Easy" from "Hard", after I won it, I changed it back.

For those of us (me included) that are gimped by Console->PC ports OR just cause I am OLD, that is the only thing that worked for me.

PS: Saving before any transition has prevented all C2D for me.

I put it on easy and I still can't win the race. I am so frustrated. This is such a beautiful game. And I am super frustrated that I can't progress through the rest of it.

I won that easy race with no trouble at all.......after 475 tries

I finally beat that damn race. About time. Now I can progress through the rest of the game finally.

Finally I got the Cupertino and I did it the following way:

Definitely the "cvaradd timescale -0.5" DOES NOT work with the Rage updated version.
So I reinstalled the original version and then I made the console work as specified in these forums. Then I tried and definitely the cars are slolwed down. But since I am ABSOLUTELY no good in these timing-car-racing idiocies I made it even slower by changing the -0.5 to -0.2 !!!
After the seconde trial I finally got my damned Cupertino and I can continue with the game. (use the 'Q' key to destroy the cars that are ahead of you and that almost gurantees success).

XBox Ver. have console?? 🤔
