The cheat supplies me with 99 of most items, unfortunately it does not increase my skulls for certificates. I have beat the initial race and now I'm stuck at the cuprino and I need to beef up my car but cannot

1) Get the mission, all you have to do is talk to Sally or Brick [\b]

I read you but I never get a mission from Sally !!! she keeps on saying "... get some weapons in your buggy then come see me.."
but the only way I see to get those weapons is by racing and I am absolutely incapable to do it.

How can I buy weapons otherwise?
