Doesn't provide what alot of us need: Racing Certificates. Can't get the first one, so the game can no longer be played. Need a trainer that simply gives that initial racing certificate. At this point, I have wasted money on a piece of crap linear game with no work around for racing certs.
Unfortunately we can't make the game give you something that you don't already have. We can only increase the number of them. We can't make options out of thin air, it just doesn't work that way.
If it were that easy, we'd use it for far more cooler things like making it rain giant fuzzy bananas.

I hate to bring the money issue, but I am an unlimited member, I paid good money and I demand a functional trainer. If you cannot save/load any level, the game is worthless. FIX THIS NOW!!!
And please acknowledge the issue. Many people have pointed it out.

If anyone no longer has Certificates (wasted on junk upgrades previously), you can do a quest in Wellspring that request you to kill bandit cars. (this is a repeatable quest).. the lady in the tavern rewards certificate in addition to money whenever you killed those bandits. There you go.. some certificate to replenish your wallet so the trainer can increase them!

There is a continuous side quest that you can do in Wellspring that is given by Sandy the bartender. She asks you to destroy bandit cars when you are out in the wasteland. Every bandit car you destroy will give you a skull.
If you use the max items option in the trainer it will multiply the skulls to 99. When you go back to visit Sandy she will take the skulls and give you 99 racing certificates.
That is how I was able get all the upgrade for the different cars.
