Is your NUM lock key enabled? Is your Fn keys setup properly if you use a special keyboard that requires them? Are you using the keypad for trainer activation (the row of numbers below the F-Keys will not work)?

Somewhere in the wasteland you'll see a guy standing next to a small red tent, talk to him, he'll tell you about the sewers, its dangers, and the goodies you can get if you survive lol. Hope this helps. Next to the guy is a redish sewer latch. That's what they look like from then on.
