DX:HR does use Steamcloud. It synchs (the game saves I believe) every time you exit the game.

Yeah it does, and possibly achievements are saved via the same way. And if you've been playing for quite a while, it takes quite a bit of time till the "update" is completed.
Took around 5-10 mins after DX was open for ~72 hours. There was also a warning that if I start the game while the sync is active, I might loose all the data being synced, including savegames.

LOL Don't blame me, my stuff still ain't unlocking. They did, however, close my question. Gotta love their service!

And while my broadband is nothing compared to what it was in the States, it still can't be called slow.
I think it irritates me on principal. They MADE me use Steam and Steam offers achievements, therefore I should have access to them. I'm sticking with that.

"Please exit Steam and go to the folder called C:\Program Files\Steam\ (this is the default location for a Steam installation - if you set a different installation directory, you will need to browse to it).
Delete all of the contents of this folder except:
The Steamapps folder and Steam.exe (If 'exe' is not visible, look for the black and white Steam icon)
Restart your computer.
Then, you will need to launch Steam.exe from within the Steam installation folder, and not from a pre-existing shortcut.
With Steam running, re-test the original issue.
Note: This process will not affect your currently installed games."
