So I have to first allow import that item, then I can export that same item? I was having problem exporting sugar abroad in a side mission, no matter how many sugar farms I built the stuff just won't go to port. I am gonna give it a try to see if it's true.
With this one i believe you need to get the industries going. The ones where you have to import goods in. Have the factories to do the work to process the imports into processed goods and then exported out. It is a huge headache without cheats indeed.
I've always built my factories really close to the docks to allow for the imports to come in quickly to my factories and allow them to exported quickly.
Gold is the best one to import /export normally due to the high price difference.
So for example if you have sugar, build a distillery to turn it into the more expensive good : Rum , or if you could afford it , one up it and build the option for the distillery where it makes nice rum.
