Are you talking about 'Heros' in the sense of Katana/Bow/Etc Hero unit, or to get more Generals?
To get more Hero units there may be a mod on twcenter.net for that but I'm not sure.
For more Generals you can either steal one from a faction you are at war with; using the Metsuke to bribe an army with a General which will put him under your control but at a cost of his loyalty. OR use your own armies without a general to assault/seige etc, normally within one or two 'Heroic Victorys' it will give you the option to promote a soldier to a general. The latter seems to be the best method and you can generally make it come about quicker if you put them into a fight where they are outnumbered.
Remember though, if you start recruiting these "ashigaru"/upstart generals, those who already are in your faction start to their loyalty because of the "Upstart general" morale minus bogus thingy.

If you have full Damiyo honour and other perks that effect a General's loyalty, normally bringing it to 9/10, you can have 11 Generals before loyalty for the first on each line goes below 6 (the maximum).
To do this you need to adopt the first 5 generals into your family straight away, with the furthest left of the 'sons' line assign him a commision to make his total loyalty 10. The next 4 Generals you adopt will -1 from each General infront of him, your 'sons' line will look something like this:
(11-4),(10-3),(10-2),(10-1),(10-0) They are all 10 due to the +1 from adoption to loyalty, the 11 is another +1 for a commision.
You need to adopt these Generals straight away as if they get a '-2 upstart General' point they will keep it even after being adopted, lowering the total amount you can have at 6.
The 'Generals' line at the bottom will allow for 5 Generals before the first loses loyalty:
(10-4),(9-3),(9-2),(9-1),(9-0)
If you have brothers in your faction you can raise the total number of Generals by 4 (I think), but not all factions do - without the Damiyo dying.
