I've found if you can get them to follow you to the water slums (or catch one there), you can destroy them and dive under a walkway until the heat forgets about you (about a minute or two). Then you can go and search for another.
I don't think there's a quick answer to this quest - no 'beat them in a minute' answer. Patience is what is needed here.

Shot them down with the vulcan fury and use a 2 seater k.
