Increase Unit Range not working and Increase Fire Rate not working ether and Speed up Unit and slow down just make my game go faster and slower

iv tested to 2 separate computers, something happens.

im running window 7 32bit and 64bit

all of the other options work just fine so it not firewall antivirus. and yes i have tryed the troubleshoot guide
