Please, tell me step by step how to to pass an edict.

What I've already tried :

- Proposing an edict on the strategic map table, I choose one of two options

And what we should do after ?

- I didn't see "View all edict" on the strategic map
- I didn't see any option to do "call for vote"
- I tried to talk with all people in the throne room, but no option to do any vote.

Please, tell me more in detail what I miss to pass an edict.
