So maybe I'm just not enlightened enough to understand, lacking the $20 Prima Games guide and all...but how in the world are you supposed to pass an edict that you propose? The voters always swing towards a different one and I have no idea how to sway their votes in my favor.
If you radial the table again there is an option like 'view edict stances' which shows you who is voting for what to begin with I just picked what was winning, when your king/queen your votes count as two and you win most of the time anyway. If you improve your relation with others who can vote I think they'll just back you up regardless. Hope this helps.

That's weird mine always pass. When you propose an edict make sure that you select one that has only a green arrow pointing up for your kingdom or another kingdom. When you select one that effects other kingdoms try to have a good personal relation with the liege of that certain kingdom by talking to them alot in the kings hall or visitors hall.

This really helps I would suggest using this method.

Which is what I already do to get the responsibility done. it doesn't help me get MY edicts passed, though. :P
After you propose an edict, you should click on the strategic map again.
"View all edicts" which will show you all current proposed edicts. Following this, click on the one you proposed and add either a tax or a benefit to that.
Depending on the allegiance of your opposition, put money in accordingly.
Ex. If your advisor tends to support the village and you want him to vote for your edict, add a benefit to your proposed edict that benefits the village. He will in turn usually vote for you.
Why you have to buy votes in a monarchy is beyond me. (That's how it works though.)
