Trainer?

Are there any built-in cheats or anything?

As far as I could see, there is a debug option within the settings file. After setting this to true there does not seem anything that you are able to do with it. Tried all kinds of different commands and shortcuts but no console or anything the like.

On the money part - I was looking at it as well while hooking to the process but could not find the address where the money value is stored... This game is messed up scripting wise.

You can edit some of the games numbers.

Open your games folder and make a backup of objects.gs

Open the objects.gs file in your game folder. In there you will find a folder called vehicles. There is a subfolder for every kind of vehicle, like bus-01

Open bus01.script etc., you can use windows editor for that. In there you can edit price, reliabilty, fuel/electricity consumption, attractiveness and speed. Close and save, repeat for the other vehicles. Save the result as a new GS.

You can't replace the original objects.gs while saving, so save it to another folder and then move it into the game folder afterwards.

Saving may take a while, and the GSFileviewer may go unresponsive. Just wait.
