Let's say you have a budget of $3000 to $5000 to buy the equipment you need for your ideal personal computer system.

So what would you be getting? Include details like the intended use of the computer system, as well as:

The hardware such as the processor (what RAM size? Speed? Other specifications?), monitor, keyboard, speakers, modem, scanner, printer, digital camera, back-up storage device, etc

Software, like the operating system (Windows, Apple OS, Linux), security (firewall, virus scanner, etc), productivity package like MS Office or similar and any other software.

And not to forget to mention ergonomics, like whether you'll use a foot stool, what kind of chair, desk and stuff like that. Things that make using your computer system just a tad bit more comfortable, while still keeping within your budget.

i'll try and give u a rough idea although preferences obviously differ:

Mobo: Asus Rampage III Extreme
Processor: Intel i7Core Extreme Edition 980x 3.33Ghz
RAM: Corsair Dominator GT say 6GB DDR3
Sound Card: Creative X-Fi 7.1 Titanium
HDD: say 1TB Western Digital Velociraptor
GFX Card: nVidia GTX580
Logitech G-15 Keyboard
Logitech G-16 Mouse
Monitor: i'd recommend Dell UltraSharp U2311H

Power Supply and ATX depends on what's actually available to u but i'd recommend atleast a 1000W power supply. OS Win7 Ultimate 64-Bit

Do I have to build a new one from scratch or can I upgrade my existing one?

Depending on what you want to do with the PC, I would recommend to stay away from the X58 motherboards for the i7 Intel CPU's, although they are great they are way overpriced IMHO, averaging about 200 in the UK probably double if not triple the price in Australia, and of course the i7 CPU's are extortionate also.
