the mid game alter them some more when you have lots of them, to save crashing the game by hitting any maximums, via coding.

the facility files are located
C:\Program Files (x86)\Steam\SteamApps\common\Gratuitous Space Battles\campaign\data\facilities
This only for location for the steam version though.
