You have to go and see Leonardo Da Vinci. If you have not already unlocked him you will have to play through story mode a bit longer and you will meet him. He'll offer you some upgrades to your weapons for a price.

Look on the mini-map for a L sign if you can't find him. If there is not an L sign then as Wigglituff said you have to progress more through the campaign.

As said above, also make sure that you have enough money to purchase the upgrades as they can be a little pricey.

Me? Yes I have, didn't take as long as I expected it to but I enjoyed it. The new 'money making' mechanics are great.
