You have to follow the natural series of quests. They will lead you to talk to Sandor in the Catacombs near the arena. Through him you gain entry to the Thieves Guild (he is pretty much guarding the hidden door and you must speak to him to enter the Guild). The Guild Master will have you perform quests for the guild. ONLY after you complete her quests and she deems you trustworthy will she offer you skill training and special spells.

If you are a thief class, check your skills and see if you have pickpocket. If you do, you can right-click on NPC's, and if they can be robbed, you'll see a pickpocket symbol that you then left-click on. When you rob the genteel lady you'll get 25 ducats if I remember correctly.
If you are not a thief class and don't already have the pickpocket skill, you'll need to go to the Rogue Guild and train it.
My main character and all party members have all skills maxed, all combat skills, and all magic spells maxed. My main character is a rogue, but can use all weapons and also has all magic spells as well from getting everything trained at the trainers.
The likelihood is either you aren't doing something correctly or you skipped/missed something.

I must of missed how you start the quests to get into the rogue guild to learn the skills, alas i am a warrior without thief skills

I went the battlemage route. It took until i came back to the city with Cano that i was allowed into the Thieves Guild ... by the way there is a man standing in front of a door just behind the tailor that allows you to enter the upstairs part of the thieves guild (how i got in)

The guy guarding the door to the Thieves Guild on the side of the Tailor Shop wouldn't let me in when I first arrived in the city, and I was a rogue. He only let me in after I completed the initial quests, and then he started greeting me with something like, "So, you want to join the Guild?" (or something similar).
But it seems as though every class can gain every skill and spell, as long as you complete all pre-requisites. Doesn't seem as though there are too may class restrictions on a lot of stuff, although there are a few spells with racial restrictions.
