An easier solution would be to use a perk-every-level mod and if needed a level down option for the trainer so you can use it to get every available perk for the current tier of perks (New ones are unlocked every 2, 4, or 6 levels based on how many levels you've gone up, with the final "tier" being unlocked at 28, and none unlocked at level 30). Thus if you plan accordingly you can use it this way, keep achievements if desired, and still get all the perks you can get use out of.
Sadly you will get just if you have maxed out your skills at leveling. there was something out there before for FO3 I forget what it was tho

Fallout 3 had the same sort of problem with SPECIAL, if you get stuck then simply edit your skill stats with the console, that should do it but I'm not too sure... I suppose the best way is to use the console and always be sure you're skills aren't maxed.
They might make a patch for that problem sooner or later... or a modder will. whichever comes first I suppose.
