I have a similar problem and I have the 10.9 drivers, so it means that the game code is messed up.
My problem is weird, in the demo when it was raining the rain looked as it should of, but then on the full game, when it's raining, my screen becomes all white and grayed out. It's like what is happening in the video link you added, but it's everywhere while it's raining. Weirdly enough, as soon as it stops raining the screen clears up and it returns to normal. Sadly, though the game makers decided to make the game rain every night, so that means once it starts to rain every hour or so, I can't do **** for like 10-20 minutes and I have to wait out the rain because the screen and everything on it turns shades of white & gray.
there would be a solition for that. Use the cheat menu and switch the rain off. Or try out the different SSOA settings ( also in the cheat menu). In one SSOA option I got the same weird white colors.

For any GFx problems, try catalyst 10.8 for ATi and the 260 beta for nV. Also, set shadows on medium from the game menu.

I found a solution for my problems. I had flickering and missplaced shaders all over (on all quality settings). I have to set the resolution to 1280x and back to 1920x. the recalculation removes all the problems.

That's a game engine problem and will get fixed in a patch.

Yes - patch fixed graphic problems with ATI cards - and just for the record - fixed (patched) version of the game is 1.1.0.1385
I bought the game on Steam. I still have the graphic issue. One patch has been applied on steam, but I am not sure what that patch fix. how can I see the game version?
the patch didnt't fix anything for me. Fps are higher, but it was at 55-60 already before the patch. I still got the annoying flickering and now I got some strange second shadow mapping. It's like a "flashbang effect" where I see half-transparent shadows of the environment, but shifted in a wrong angle. I had that problem before in ather games, the driver update fixed it. guess we have to wait for the next ATI driver version. U gotta love ATI
