It looks like the radio station can be accessed after a certain condition is met, but I haven't seen anything on the web concerning it. Also, there seems to be a path in the snowy park with footprints that goes off into the background. Does anybody know anything about that?

Goto story mode, Select a character, In the overworld map hit start, Goto Score Ranking, then hit L1 L1 L1 R1 R1 R1 L1 R1.
You should hear a beep, After that, the radio station will be unlocked.
