This command enumerates the boot.ini, deletes it, then creates a fresh one. Normally this would work, but Windows Vista has ditched this and replaced it with the BCD (Boot Configuration Data). I have attempted to manually reconstruct a new BCD, but this also has failed. The new command that replaced this (bootrec.exe /fixmbr) also does not work because the command does not exist.
A word of caution if you do plan to go their yourself to learn the language:
Be prepared for a lot of negative feedback if you stay longer term. The reason is because you're a foreigner (yes, quite a few will act extremely passive aggressive towards you because you're not the majority). Also, we're quite hard to open up to so don't expect to make close friends (even after years of trying).
