Yamamoto had originally planned to sneak into Pearl Harbor and crap on Halsey's desk, but Tojo said it would be dishonorable and it would be preferable to start a war they could not win than be dishonorable. You see, Yamamoto had spent many years in America at Universities prior to returning to Japan and becoming an airpower advocate and was well versed in crapping on desks like he did at Harvard.
