Not necessarily weird. There have been times when I have had different books going and I would read them in different places. Like: one I read in bed, one I take with me to work, one I read on the toilet, etc.
Anyway, in any governing body like a senate, you don't need everyone present and voting to decide something. You just need a quorum, which is usually 2/3 of presiding officers and 1/2 of members. But you can set quorum limits however you want.
Of course my internet is the problem. I buy from Time-Warner. A lobotomized monkey could have figured that out. Damn, I'm glad there are such internet savvy people here to point out the bleeding obvious.
