There's huge controversial accusations by none state critiques that IRGC and related elements attempt to buy these industries stocks. But difference to Russian situation is the feud with USA. These stock are being handed to an elite force which made them an elite in financial aspects of country. This could/did give them the political "veto" to keep country into a rail of opposition to international expects from Iran. That's when tragedy starts.
